OFPP Encourages Increased Competition

On July 18, 2008, OFPP Administrator, Paul A. Denett, issued a governmentwide memorandum encouraging agencies “to do more to promote the appropriate use of tools and effective practices to improve and increase the use of competition.” In addition to asking the Chief Acquisition’s Officer’s Council (CAOC) to form working group to facilitate agency collaboration on this issue, Mr. Denett has requested agencies to provide specific feedback in their annual competition reports regarding use of competition in the task and delivery order process and activities taken to increase small business participation. The memorandum includes specific examples of competition best practices, as reported by various agencies, including the use of reverse auctions.
